According to Chief Deputy Charley Melton, on November 1 Trooper Lively made a traffic stop on a vehicle on the Old Dolph Road in Calico Rock for expired tags. The driver of the vehicle was identified as Brad Edmonston, age 49 of Pineville. During the stop Lively was given consent to search the vehicle. Lively also asked Edmonston if he could search his pockets. Edmonston stated he would empty them. One of the items that Edmonston pulled out of his pocket was a plastic baggie that contained a white crystalline substance. Lively then attempted to place Edmonston into custody. Edmonston started resisting by holding onto the side of the truck. Edmonston then attempted to get back into the vehicle. Lively was able to gain control of Edmonston and place hand restraints on him. While Edmonston was being placed into the patrol car he kicked Lively in the legs. The substance in the baggie field tested positive for methamphetamine. Edmonston was charged with possession of drug paraphernalia with the purpose to store methamphetamine; a class D felony, and resisting arrest; a class A misdemeanor. Edmonston's bond was set at $10,000 professional. He is scheduled to appear in the Izard County Circuit Court on November 17.

On November 3 Brandy Smith, age 40 of Melbourne, was arrested by deputies on a warrant for possession of a schedule 2 controlled substance; a class C felony, possession of drug paraphernalia with the purpose to analyze methamphetamine; a class B felony, possession of drug paraphernalia with the purpose to ingest methamphetamine; a class D felony, and possession of drug paraphernalia with the purpose to store methamphetamine; a class D felony. The charges stem from a one vehicle accident on October 7 on State Hwy 69 near the Independence County Line. While working the accident Trooper Johnson located numerous items of drug paraphernalia, some of which had residue that tested positive for methamphetamine. Also located in the vehicle were several hydrocodone pills. On these charges, Smith's bond was set at $5,000 professional with a court date of November 17 in the Izard County Circuit Court. Smith was also charged with obstruction of governmental operations during her arrest on the felony warrant after deputies located Michael Liscomb, age 38 of Melbourne, hiding in the HVAC air return inside the residence. Liscomb had a pick-up order out of the Izard County Circuit Court for bond violations. Liscomb is being held on no bond with a court date of November 17. 

On November 5 Deputy Brent Engles observed a vehicle traveling at a high rate of speed through Horseshoe Bend on State HWY 289 traveling toward Franklin. At the intersection of State HWY 289 and State HWY 56 the vehicle turned west, going toward the middle of Franklin. Deputy Engles caught up to the vehicle and made a traffic stop. The driver, Michael Kelly age 31 of Franklin, got out of the truck and started to approach Deputy Engles. Deputy Engles spoke to Kelly and noted that his speech was slurred. Kelly was given a field sobriety test in which the finding indicated that he had been driving under the influence. Kelly is currently under supervision with the Arkansas Community Corrections. Kelly's vehicle was searched. During the search, drug paraphernalia and a small bag with a powder substance was located. The powder field tested positive for heroin. Kelly was charged in the Izard County District Court with driving while intoxicated. He is scheduled to appear in the Izard County District Court on January 21, 2021 for that charge. Kelly was also charged with possession of a controlled substance; a class D felony, and possession of drug paraphernalia with the purpose to ingest heroin; a class D felony. Kelly's bond was set at $10,000 professional with court date of November 17. He also has a no bond hold from the Arkansas Community Corrections.

On November 4 Misty Sitzmann, age 36 of Horseshoe Bend, was arrested for disorderly conduct, possession of a controlled substance, possession of drug paraphernalia, and possession of instrument of crime. Sitzman is scheduled to appear in the Izard County District Court on December 8.

On November 5 Amber Smith, age 31 of Mountain View, was arrested for bond violations. She also has a hold by Probation/Parole. She is being held with no bond and is scheduled to appear in the Izard County Circuit Court on November 17.

On November 5 Gregeory Woolsey, age 43 of Franklin, was arrested on a warrant for harassing communications. He is scheduled to appear in the Izard County District Court on December 10.

On November 5 Darrell Massey, age 37 of Batesville, was arrested on a warrant for failure to appear in the Izard County Circuit Court on the original charges of theft by deception. Massey is being held on no bond with a court date of November 17.
