TRAFFIC STOP RESULTS IN FELONY DRUG CHARGES

Two Norfolk men were arrested on drug charges as the result of a traffic stop near Calico Rock on January 6. Kevin Warren Gragg, age 42, the driver of the vehicle was charged with possession of a controlled substance- meth, class “d” felony; possession with the purpose to use drug paraphernalia, a class “d” felony; possession of drug paraphernalia for the purpose of ingesting meth, a class “d” felony; and possession of marijuana, a class “a” misdemeanor. Sheriff Tate Lawrence said that Gragg posted a $15,000 bond January 8, given an Izard County Circuit court date of January 26 and was released from the Izard County Detention Facility.

A passenger in the vehicle identified as 30 year old Tyler Paul Hudgens was charged with possession of a controlled substance- meth, a class ”d” felony; possession of hydrocodone, a class “d” felony possession with the intent of use drug paraphernalia for the purpose of analyzing marijuana, a class “d” felony; possession of drug paraphernalia with the purpose to ingest meth, a class “d” felony; and possession of marijuana, class “a” misdemeanor. According to Sheriff Lawrence, Hudgens posted bond January 8 in the amount of $20,000, give a January 26 Izard County Circuit court date, and released from the Izard County Detention Facility.

A Salem man, Chase Catlin Cunningham age 24 was arrested Friday night on charges of speeding and driving while intoxicated. Cunningham posted bond in the amount of $1,225 the following day, given a February 12 court date, and released from the Izard County Detention Facility.

Jacob Wayne Heikes, age 29 of Horseshoe Bend was arrested Sunday on charges of possession of marijuana and possession of an instrument of crime. Heikes posted bond the day of his arrest in the amount of $1,710, given a January 10 court date and released from the Izard County Detention Facility.

Michael Joseph Kelly II, age 25 of Franklin was arrest shortly after midnight Saturday on the charge of driving on a suspended license as the result of a previous DWI. Kelly posted bond later that day in the amount of $1,105, given a February 12 court date, and released from the Izard County Detention Facility.

A Batesville woman, Bethany Hope Cooper was arrested January5 on charges of driving on a suspended license, having no liability insurance, improper use of registration, and possession of drug paraphernalia. Cooper, age 26 posted a $2045 bond the day following her arrest, given a January court date in Izard County District Court.

Heather Franchine Lawrence, age 25 of Norfolk was arrested January 8 for violation of Arkansas hot check law. The checks were written to the Eagles Club in Horseshoe Bend. A family member posted a $5,807 bond the day of her arrest. Lawrence was released and given a March 26 court date.

Blake Lee Lawrence, age 31 of Norfolk was arrested January 8 on a warrant accusing him of three counts of harassing communications. Lawrence posted a $2000 bond the day of his arrest, released from the Izard County Detention Facility and given a February 10 court date.

Justin Alan McQuary, age 30 of Horseshoe Bend was arrested January 7 on theft of property and residential burglary charges. McQuary is accused of entering a Horseshoe Bend residence and stealing $630 from the home. McQuarrie remains in the Izard County Detention Facility in lieu of $20,000 bond.

Blain Steven Seibert, age 18 of Salem was arrested January 5 on the charge of no drivers license. Seibert posted a $140 bond the day of his arrest and given a Horseshoe Bend court date of February 10.

Cody Robert Barsch, age 23 of Calico Rock was arrested Sunday on the charges of driving on a suspended license and operating a motor vehicle without liability insurance. Barsch was released from the Izard County Detention Facility the day of his arrest on bond of $580.

Terri Lynn Heikes, age 51 of Horseshoe Bend was arrested Sunday for driving on a suspended license. Heikes posted bond the day of her arrest in the amount of $380, given a court date, and released from the Izard County Detention Facility.

Joshua Woodall, age 40 of 110 Dixon Street, Melbourne was arrested January 7 on charges of driving with no driver license, operating a motor vehicle without liability insurance, fictitious auto license plates, and failure to transfer vehicle title. Woodall posted bond the day of his arrest in the amount of $1,295, released from the Izard County Detention Facility with a January 22 court date.

Robert Wayne Levis, age 48 of Jonesboro was arrested January 6 on a felony failure to appear warrant. Levis remains in the Izard County Detention Facility in lieu of $10,000 cash bond.

Charles Russell Earle, age 62 of Horseshoe Bend was committed to the Izard County Detention Facility for failing to comply with requirement of drug court. Earle will remain in detention of a 7 day period.

Jolynn Mandel, age 30 of Calico Rock was transported January 6 to the Arkansas Department of Correction to begin serving a court imposed prison term.
