              JAMES FOWLER

A belligerent and obnoxious man was arrested June 15 around 9:30 p.m.  following a one car accident east of Myron off highway 56. Upon arrival, Deputy Toby Smith found James Anthony Fowler passed out in the vehicle and a small child in the vehicle as well.

When Smith finally awakened Fowler and identified himself, Fowler yelled that Deputy Toby Smith could perform oral sex acts on him, went through the motions as if he was masturbating, and began calling the deputy vulgar names. Fowler became very aggressive and continued to talk in a most vulgar manner and was then placed in hand restraints. While being transported to the Izard County Detention Facility, Fowler continued to yell vulgarities, continued to yell to Deputy Smith that he perform oral sex on Fowler,   and then refused to exit the vehicle upon arrival and was then forcibly removed.  Fowler, age 46 of 501 Peace Valley Road, Ash Flat was charged with driving while intoxicated-drugs, failure to use a child restraint, resisting arrest, disorderly conduct, and endangering the welfare of a minor.

The following day Fowler posted bond in the amount of $2,950, released from the Izard County Detention Facility and given a June 18 court date which he failed to appear and will be additionally charged with failure to appear in court. Sheriff Tate Lawrence said that his behavior was the most animalistic of all reports of arrest that he has ever received.
