ALLEN KEMPHER ROBERT SIMMONS
Formal drug charges have been brought against the driver of a vehicle stopped in Melbourne during a routine stop. Sheriff Tate Lawrence said that Lonnie Allen Kempher, age 45 of Lake View, Arkansas was initially charged with driving on a suspended license and during an inventory of the vehicle prior to it being towed, Deputy Kevin Helm discovered a plastic baggie containing a while crystalline substance suspected of being methamphetamine. Other items used to package and introduce methamphetamine in to human body including a set of digital weighing scales, a metal spoon with white residue, a smoking device, a syringe, rolling papers, and small plastic baggies were found.. Charges against Kempher include possession of a controlled substance with the purpose to deliver, a class “C’ felony, and use of possession of drug paraphernalia, a class “D’ felony. Circuit Judge John Dan Kemp set bond for Kempher in the amount of $7,500. Kempher posted bond May 23 and was relapsed with a court date from the Izard County Detention Facility. In an unrelated matter, a Calico Rock man is facing two felony charges and one misdemeanor charge following an incident at a Calico Rock apartment complex on Mary 19. Robert Loyd Simmons, Jr., age 61 is charged with residential burglary, a class “C” felony; criminal mischief, a class “C” felony, and public intoxication, a class “C” misdemeanor. Izard County District Judge David E. Miller set bond for Simmons in the amount of $10,000. According to Sheriff Tate Lawrence, Simmons remains in the Izard County Detention Facility in lieu of bond. Joseph Lynn Lyons, age 27 of Batesville was arrested Friday on a criminal investigative hold relating to theft of property at a residence in Mt. Pleasant and possible other charges. Lyons was also placed on a probation/parole hold and remains in the Izard County Detention Facility. Eric Franklin Huihui, age 26 of Ash Flat was arrested on a theft by receiving warrant on May 21. Huihui posted bond the day of his arrest in the amount of $1,000, given a court date, and released from the Izard County Detention Facility. Ashley Sheree Henries, age 24 of 6225 Larkin Road, Melbourne was arrested at her residence on Friday, May 25 for possession of a controlled substance (marijuana). Henries posted bond the day of her arrest in the amount of $1,230, given a court date, and released from the Izard County Detention Facility. Casey Lynn Tate, age 25 of Melbourne was arrested Saturday night on the charge of domestic battery third degree following an incident with a female victim. Tate appeared before District Judge David E. Miller who set a $400 cash bond. Tate posted bond on Sunday and was released from the Izard County Detention Facility. John Ira Folyer, age 48 of Horseshoe Bend was arrested the afternoon of Mary 22 on the charge of driving while intoxicated. Folyer posted bond the following day in the amount of $1,000 and was released from the Izard County Detention Facility.
Benny Charles Johnson, age 63 of Mt. Pleasant was arrested Saturday night on charges of driving while intoxicated, operating an all terrain vehicle on a public highway, and refusal to submit to a chemical test. Johnson posted bond the following day in the amount of $1,155 and was released from the Izard County Detention Facility. Eric Dawn Loosey-Roberts, age 23 of Oxford was arrested Saturday night on charges of driving while intoxicated, endangering the welfare of a minor-two counts, and operating a motor vehicle without insurance. Loosey-Roberts posted bond the following day in the amount of $2,945, given a court date, and released from the Izard County Detention Facility. Eric Lance Stevens, age 34 of Hamburg was arrested Saturday on a failure to pay fines warrant. Stevens remains in the Izard County Detention Facility in lieu of $200 cash bond. Mary Amanda Harvey, age 35 of Batesville was arrested May 23 on a failure to pay fines warrant. Harvey posted a cash bond in the amount of $150 and released with a court date.
